 During LogManager shutdown, we need to call {{timeIndex.maybeAppend()}} on each log segment close. Since in 2.0 we completely skip sanity check and do lazy mmap on indexes of segments below recovery point, in {{timeIndex.maybeAppend()}} we may need to mmap the time index file for the inactive segment if it didn't get mmap before, which is not neccessary becuase the time index hasn't changed at all.
