mod_auth_pam.c - patch to support "require file-owner" and "require file-group"

I've patched mod_auth_pam.c to support the "require file-owner" and
"require file-group" parameters.  The code is basically pasted from
mod_auth.c, so the code might look familiar.  Also, it hasn't been
heavily tested.
