   ### Issue description
   Is there a way to configure apisix in a declarative way? in a yaml file / terraform script / ansible playbook?
   
   I am building an system that runs on kubernetes, & everting in the system must be configured in a declarative way (i.e. not via api calls to create routes / manually configuring routes in the admin portal).
   
   I am not able to install the apisix ingress controller because the kubernetes admins in my company don't want to support it (& I don't have the proper permissions to install it myself).
