    Description: Currently, these tests are relying on checked-in files and do not actually test anything within the {{Evaluator}} -- instead these are more like Tang file tests than Evaluator tests. We should remove these tests along with their associated files, {{evaluator.conf}} and {{evaluatorWithService.conf}}, and add real tests using real {{Evaluator}} classes instead.
