Repro Steps: 

1. Setup CloudStack.
2. Bring Up SC- Windows 8.1 Guest VM on the Goleta
3. choose EN-US keyboard while bringing up the VM
4. Test the keys on the VM. 

Browsers : Chrome, IE, Firefox 

Below is the Expected result along with the actual results ( Red Colored are incorrectly mapped inputs)
