How to configure Background scanning

Due to so called "security upgrades" pushed to my laptop by the company, it is working very slow.
I would compare it with 386 machines from early 90th.

In such environment when Netbeans starting "Background scanning of projects" or "checking for external updates"
it practically freezes up for 20-30 minutes.
Can someone tells me how can I configure NB12, so it will not start these processes 3 times per hour.
