Resin 2.1.3 and struts: Problem

FYI. The latest Resin 2.1.3 does not work with Struts. It has a bug that 
prevents the ActionServlet from locating the web.xml and 
struts-config.xml files. So don't bother to upgrade until 2.1.4 comes out.
