new committer: Jamie Goodyear

The Project Management Committee (PMC) for Apache CXF
has invited Jamie Goodyear to become a committer and we are pleased
to announce that he has accepted.

Jamie Goodyear has been really stepping up in getting tests fixed and making things run around IBM and Red Hat JVMs. He had put in a lot of time and has tested the CXF stack against multiple hardware stacks. His fixes are in the following:

https://issues.apache.org/jira/browse/CXF-9027
https://issues.apache.org/jira/browse/CXF-9025
https://issues.apache.org/jira/browse/CXF-9024
https://issues.apache.org/jira/browse/CXF-9023
https://issues.apache.org/jira/browse/CXF-9019
https://issues.apache.org/jira/browse/CXF-9013
https://issues.apache.org/jira/browse/CXF-9010
https://issues.apache.org/jira/browse/CXF-9006
https://issues.apache.org/jira/browse/CXF-9002
https://issues.apache.org/jira/browse/CXF-8999
https://issues.apache.org/jira/browse/CXF-8997
https://issues.apache.org/jira/browse/CXF-8996
https://issues.apache.org/jira/browse/CXF-8994
https://issues.apache.org/jira/browse/CXF-9014

He is an Apache Member and committer on ActiveMQ, Karaf, Felix, ServiceMix, and Incubator.
He is also on the PMC of Karaf.

Being a committer enables easier contribution to the project since there
is no need to go via the patch submission process. This should enable
better productivity.

Thank you for your efforts and welcome, Jamie!
