As a follow-up to PLUTO-661, now that Firefox has a headless mode, the TCK default setting can be set to headless. Headless mode can be assumed for Firefox, Chrome, HTMLUnit, and PhantomJS.

This means that {{-Dtest.browser.headless=true}} is the default but it can be disabled by specifying  {{-Dtest.browser.headless=false}}.
