ModuleContext.getURI() does not work and always returns null

If a URI is passed to new TuscanyRuntime(moduleComponentName, uri), the URI should be returned by ModuleContext.getURI().
Currently ModuleContext.getURI() does not work and always returns null.

To reproduce the problem, use the attached test case.
