After merging the FLINK-21413 every ttl check for cleanup for TtlMapState and TtlListState (even without expired elements) leads to whole state update.

This is because:

- comparison by link inside `TtlIncrementalCleanup`:

- and creating new map or list inside TtlMapState or TtlListState:
