* This isn't ready to commit and only presented as a "discussion patch"

Some points:
* I think we're likely looking at becoming a Hadoop subproject in the intermediate term for various reasons
* Tests are triggered with -Pshelltest and are not integrated into junit output yet. Not everything has a unit test yet. There are about 50 tests that cover 7 routines.
* Some tests don't pass because, well, those routines are buggy.  We need HADOOP-12121 and HADOOP-12226 committed first.
* This is effectively an incompatible change because test-patch.sh is moving.  This will likely break Jenkins.
* mvn site generates HTML but it is not integrated into the rest of the Hadoop website.
