Jetspeed startup errors

Hello. 

I am trying to run Jetspeed under Tomcat on NT.  I have done the follwing 
steps:

I downloaded the JDK, Tomcat and Jetspeed.  
Unzipped JDK, setup JAVA_HOME.  
Unzipped Tomcat, setup TOMCAT_HOME.  
Tested and verified all the Tomcat samples, worked fine.
Unzipped Jetspeed, Copied the WAR file to the TOMCAT\webapps directory
Restarted Tomcat and received the following error:

Starting tomcat. Check logs/tomcat.log for error messages

cannot load servlet name: jetspeed
2001-05-24 08:11:50 - PoolTcpConnector: Starting HttpConnectionHandler on 8080

8007
