I managed to have a brief look and I think this probably deserves either a separate module or anyway not to be in _core_ as to me this sounds more like an extension that some Solr installations may or may not want to use e.g. like SolrCell, SolrUIMA, etc.
Also the ant build fails as it seems the _Lucene Classification_ module is not correctly imported il _Solr Core_ module, I'll have a second look later today.
