New release of SpamAssassin for Windows

Hi there,

just finished a new release of SpamAssassin for Windows (a Windows port of
SpamAssassin).
Most important change to the previous version is the support of Razor and
some improvements to stability. However, there is still a memory leak so
using it with a service tool is still recommended.

The changes in detail:
- Fixed a bug which caused SpamD to fail sometimes when used in a 64-bit
environment (iphlpapi.dll error).
- Added Razor 2, collaborative, spam detection and filtering network.
- Added IP-Country to enable support of using the RelayCountry plugin
- Added SPF plugin, to allow prevention of source address spoofing.
- Fixed a bug where conflicting DLL versions were causing crashes.
- Perl libraries are now loaded directly into process without writing them
to a temporary directory (improves application security).
- Replaced WinSpamC.exe for spamc.exe, a Windows binary build of the client
half of SpamD.
- Several minor bug fixes and improvements have been incorporated.
