Thanks [~jaimin] [~srimanth.gunturi] for helping on this. I tested this patch with latest storm I am able to install nodes while at the storm instalation phase and can add and remove additional nimbus node after storm is installed. 
Couple of things not addressed
1) nimbus.host is still visible after adding <deleted> tag in stack defintion
2) once I add another nimbus node I publish new configs but it only alerts that particular host to be restarted . We need all of the storm cluster to be restarted.
