It looks to me that /usr/local/bin/install is busted (unresolved reference to
bindtextdomain).

This is a problem with your toolchain, not with Apache or APR.  Other people
(including myself) have built various levels of Apache 2 on HP-UX 11.00 with no
such problem.

If it were me I'd investigate where /usr/local/bin/install came from and how to
make it work, or simply rename it to install.bad and see how the Apache build
proceeds then.
