Tomcat startup slowed down seriously by struts - any help?

Hi,

I'm running tomcat as my development server and with struts it's really slow to start up. It's a slow machine.

Is it that the struts xml DTD references are causing Tomcat to try to connect over the net to get them?

If this is the case, can I stop it somehow?
