[PR] feat(datafusion): support reset_consumer [paimon-rust]
QuakeWang opened a new pull request, #1167:
URL: https://github.com/apache/paimon-rust/pull/1167
### Purpose
Consumer progress could be saved and restored, but lacked a SQL management entry point and a single-consumer deletion API.
### Brief change log
- Add `sys.reset_consumer` to reset progress to an existing live snapshot, or delete it when the snapshot ID is omitted.
- Add idempotent deletion and reject unsafe consumer IDs.
- Restrict support to filesystem-managed FileStore tables and preserve existing checkpoint semantics.
### Tests
115 tests passed across consumer, SQL procedures, REST, and stream recovery suites (`TZ=UTC` for procedures). Rust 1.98 formatting and workspace Clippy passed.
### API and Format
Adds consumer deletion and a SQL procedure. Consumer file format is unchanged.
### Documentation
Add SQL examples and explain checkpoint precedence and concurrent checkpoint writes.
