[J2] Build problems

Hi all,

I've been struggling quite a bit today with building J2. At some point I 
decided I would remove all the J2 jars in my maven repository and then I 
noticed the following problems :

- the dependencies in the Maven plugin cause the J2 jars to be downloaded 
from BlueSunrise. I suggest we move the building of the plugin lower in the 
build process so that we can instead use the JARs we are currently 
building. Also, why do we have J2 jars on BlueSunrise ?
- maven allBuild doesn't perform a jar:install goal in the portal 
sub-project. Which is annoying for projects that depend on the JAR being 
there (such as Fusion)

If need be I can submit patches, unless somebody else can get there before 
I can :)
