    ci: build python hdfs binding with JDK 11
    
    hdfs-sys links libjvm at build time and records its path as RPATH.
    Since ubuntu-latest moved to ubuntu-26.04, the default image JDK is
    now too new for Hadoop 3.3.5's ViewFileSystem, which fails at runtime
    with "getSubject is not supported". Pin the build to the same Zulu
    JDK 11 used by setup-hadoop so the loaded JVM stays compatible.

    ci: pin fuzz test runner to ubuntu-24.04
    
    Fuzz targets link against /usr/lib/llvm-14/lib/libFuzzer.a, but
    libfuzzer-14-dev is not packaged on ubuntu-26.04, so the Fuzz Test
    workflow fails on every main push since ubuntu-latest moved images.
