Incubator JIRA project

I have created an INCUBATOR project in JIRA.  Probably needs tweaking of
certain things to get it right, such as the permission scheme.  The intent
is to help us track requests that apply to the Incubator as a whole.  Web
site, documentation changes, etc.  Not Incubator projects, but just the
Incubator project, itself.

PMC Members: there has long been an incubator-pmc group in JIRA, ostensibly
so that Incubator PMC members had privileges with respect to projects under
incubation.  If you don't see yourself in that group, please post a note so
that you can be added.  Or add yourself, if you have jira-administrator
privilege.
