I want to construct my own Servlet project test Environment

Hi everyone,
    I installed the sample of cactus 1.2 for Servlet 23 with Tomcat 40. Then
I want to construct my own Servlet project test environment. But how to? The
project is based on JDK 1.3 and Web Server is Weblogic 6.1 and used Oracle
8.1.7 database server.
    Can anybody help me?
