You can add a Behavior to all components that sets an attribute with any value.
The behavior will look more or less like https://github.com/apache/wicket/blob/master/wicket-core/src/main/java/org/apache/wicket/markup/html/link/DisabledAttributeLinkBehavior.java
And you can register it to all components with IComponentInstantiationListener - see https://github.com/apache/wicket/blob/master/wicket-core/src/main/java/org/apache/wicket/markup/html/link/DisabledLinkBehavior.java#L160
