signals USR1 and WINCH

I have finished making the prefork MPM use SIGWINCH instead of
SIGUSR1.  The only MPM that still uses SIGUSR1 is the OS/2 MPM.  I do not
feel comfortable just changing that, so I am posting here, in the hopes
that Brian will read this and make the change himself.  :-)
