Tomcat 3.1 JVM bind error?

I've just installed tomcat/jakarta and am getting JVM failure 
to bind when I try the startup script.  I have double checked
my settings and configurations but am still at a loss...

what am i missing?

trying to run standalone initially, but want to eventually merge
into Apache
