[PATCH] Apr-util Sqlite2 Patch

I worked on getting a sqlite2 patch working for apr-utils.  I am going 
to port these changes to the sqlite3 patch I posted a few days ago.  
(Priorities changed and sqlite2 was pushed to the top of the list.)

Rick commented on using sqlite{2,3}_get_table.  That was a great tip and 
the code submitted uses his advice.
