Gadget URL to localhost doesn't validate

When updating the "Gadget View Type" gadget, if the url is "localhost", validation fails. If the url is changed to "localhost.localdomain", validation succeeds well enough to hit RAVE-400.

In debugging the calls, it appears that validation fails in UrlValidator.isValid at UrlValidator.isValidAuthority.

This issue is duplicate with RAVE-378 and i have provided patch for this. Commons Validator 1.4.0-SNAPSHOT fixed the issue but i think snapshot version can't be used in trunk.
