system DOCTYPEs w/ https://

how do i get xerces to parse a document whose doctype points to an
https:// dtd?  can someone point me to what'd i'd need to include or
modify?

(using Xerces-J 1.1.2, i get a fatal error, as expected with an
inaccessible dtd, unable to find the dtd at the end of an https uri)
