The prelim_002 patch:
- Uses {{YARN_SHELL_ID}} from YARN-3950 instead of parsing {{CONTAINER_ID}}
- Runs 'hadoop archive' and the FileSystem commands from a Java program, so we can limit the JVM startup cost
