Sorry, I'm going to say 'wontfix' to 1.3 because mbcs wasn't supported.
Apache 2 introduced all-utf-8 all the time, so this should work entirely
without incident. Because it's utf-8 file paths and not any of the
asia-specific code pages, we never need to worry about trailing-byte
'/' or other ascii valid characters as multibyte data.
If you can reproduce in Apache 2, open a new bug with lots of details.
Remember, Apache 2 onwards, everything on the win32 port is being
handled in utf-8 internally.
