[PR] test: cover reset offset and group list regressions [rocketmq-dashboard]

## Summary
This PR adds focused regression coverage for another audited batch of older issue reports whose original descriptions overstated live reproduction evidence.
It covers current `rocketmq-studio` behavior for:
- reset offset rejecting a blank topic before resolving an admin client;
- send message rejecting oversized UTF-8 bodies before resolving endpoints or constructing a producer;
- send message allowing a body exactly at the 4 MiB default limit;
- consumer group listing returning DB-backed list fields without per-group live admin enrichment.
## Evidence boundary
- Verified by code inspection and focused/mocked unit tests.
- This PR does not claim live UI testing, live broker testing, or a deployed dashboard performance measurement.

Consolidated into #2034 as part of the batch consolidation of @tju-yxq's regression-test PRs (merged into rocketmq-studio). The change is preserved in the merged commit.
