Hi,

I have downloaded and unpacked the ZIP and tested the samples with Eclipse, Tomcat and HSQLDB.
No problems found (except that I still get the message "[INFO] inceptionYear not specified, defaulting to 2009" from Maven).
I appreciate that the Javadoc is now included with the distribution.

So finally my verdict is:
+1

I know we need a second voting round. Sorry for the misuse of the word
"binding".
Thanks for explaining, will take care of those extra actions tomorrow

Brabandere<fr...@gmail.com> wrote:
>  +1 votes: 3 (+1 non-binding)

Not quite true unfortunately... You have 0 binding votes (according to
Apache rules). The only votes that are binding are those of a PMC
overseeing a top level project [1], which is the Incubator PMC for
Empire-db. As none of your Mentors have voted (who are the only
Incubator PMC members in your project), you have 0 (legally) binding
votes.

PPMC votes *DO* count, though: there's little precedent in people
voting -1 after the PPMC members have voted +1 to add a committer, for
example. Releases are trickier, because there's much more that can go
wrong from a legal standpoint. So in release votes, you're likely to
see more -1 votes from Incubator PMC members than with adding a
Committer.

Now how to proceed with this release:
 - prod your Mentors to review the release (Henning, Thomas and myself),
 - ask the Incubator PMC on general@ to review the release and approve
it (send the same message from dev@ to general@)
 - answer any questions that might arise from PMC members
 - if you don't have 3 binding +1 votes after 72 hours, prod the
general@ list again—remember it is vacation time
 - prod your mentors again and ask *them* to ask for reviewers
when you have at least 3 binding +1 votes, and no -1 votes, then
you're ready to release the files.

The reason why there's this distinction is because Apache is a
corporation where committees represent the corporation and need to
officially show awareness of decisions that are binding to the
Foundation. The board installs these committees by resolution to
provide oversight. The only folks that are able to provide oversight
are those that have been appointed by the board. Since the PPMC is not
installed by the board, but a artifact from the Incubator, PPMC votes
are not legally binding. Adding a committer is a legally binding
action. Adding a PMC member is a legally binding action. Changing the
Chair of the PMC is a legally binding action, and finally releasing
software is legally binding. This provides The ASF with the means to
protect individuals against litigation: the corporation is
accountable, not the individual developer. Without the binding votes,
The ASF won't be able to protect us individuals (adequately) from
litigation.

It is not a specific approval of Mentors, but rather a first step to
get the release out much quicker. As Mentors we are Incubator PMC
members, and as such our votes are legally binding. While you could
send the release vote directly to general@, the first reaction would
be: where's the community vote? The second would be: where are your
Mentor votes...

So having the mentor votes in your pocket is much more helpful than
not having them and needing to convince the Incubator PMC to approve
the release :)

Because more eyes is better. The incubator PMC has delegated direct
oversight to the Mentors, but doesn't relinquish the oversight. The 3
+1 votes from your mentors are the minimum required votes. However, 5
-1 votes from IPMC members will negate our 3 +1 votes. And there are
many reasons why we mentors might +1 a release, but someone else will
-1 it.

I usually look at the rat reports to see if there are no license
issues, and if due process was followed. But others will check for a
tag in svn, proper directory layout, unnecessary files in releases,
etc. There's a whole spectrum to look at, and while we do our best, we
can't catch everything.

Hmm,

In retrospect, perhaps sending the release vote directly to general@
is more doable, just say that because it is vacation time, you want to
get a bigger audience to take a look at the release (general@ has a
lot more subscribers)

Here you have the rat report:
http://people.apache.org/~francisdb/empire-db/rat.txt

I checked out the tag and built the report, is that ok?
I also added the rat plugin in our CI and release builds which run
successfully on the apache hudson. (I'm excluding the "old" folder and
the dependencies.txt)
http://hudson.zones.apache.org/hudson/view/Empire-DB/job/Empire-DB%20snapshot/

But as far as I can see there are no problems, just that "old" folder
should be removed in the future but it is not actually released to
maven central nor is it available in the distribution

If you think this is ok I'll post the initial mail to private@ for the
mentors review or should I contact the mentors directly? And after
that to general@apache.org? Why do we need the general@ mail if the
mentors votes are enough?

Thanks for the guidance.
