Export with static to like 

to: kamelet:foo.yaml 

works, but when using toD then foo.yaml is not included in the export, such as when using local-kamelet-dir.

We can maybe detect toD is using a static url before any ? parameters and derive the static kamelet spec file name, and then ensure it gets loaded for exporting.
