Remove /deliveryservices/request

I just opened https://github.com/apache/trafficcontrol/issues/5921 which
proposes removing the /deliveryservices/request endpoint. Wanted to put
that on the dev list's radar in case anyone's using that API endpoint.

In case anyone was wondering what POST /deliveryservices/request does - it
basically sends the payload request json to a specified email address. it
was used to send the contents of a ds request form to a specified email
address. comcast had an internal form that was using it and that form is no
longer being used, therefore, comcast no longer uses that endpoint. not
sure if anyone else uses that endpoint or not. i'm guessing no.
