(Apologies if this has been reported already - I looked but could not see.)

The 5.5.9 exe installs 813 files.  The 5.5.9 zip unzips to 843 files.  Most of 
the missing files are from the bin directory eg. the startup and shutdown bat 
files, but there must be others.  This means that, without using the zip the 
user installs an unsable version of Tomcat (or at least this user couldn't use 
it).
