For anyone expecting this: it's not on my todo list, so find someone else and implement & submit yourself. As well as the usual s3 test policy, this is going to need

* addition to filesystem.md to cover the input stream methods
* abstract contract test of them and implementations for those filesystems which implement the API
* StreamCapabilities implementations in the streams to declare their support, making it easier for callers to dynamically check.
