   To support online upgrade, the simplest method is to convert to BetaRowset to AlphaRowset when clone is from new bin to old bin.
   
   we should make sure that the palo_be's version is large than 0.10 because we depend on the fact that users should convert their old data format to AlphaRowset, which has been done in be_refactor branch.
