Create separate workspace file for building Xalan with ICU.

The current Xalan.dsw contains AllInOneWithICU and AllInOne build steps.  When 
building from the command line, you can't be sure what version of Xalan was 
built because both AllInOne and AllInOneWithICU projects are called.  

As an enhancement, we are creating separate workspace files - Xalan.dsw for non-
ICU builds, and XalanICU.dsw for ICU builds.

Workspace file contents would be similar, except Xalan.dsw does not contain 
AllInOneWithICU and XalanICU.dsw does not contain AllInOne.

Does that make sense?
