Support running JUnit tests directly with a remote server

Provide configuration support to run tests that currently run with the client driver with a remote server.
Ideally this would be through a test decorator and not setting properties on the command line.
Also ideally it would be good if the embedded tests did not run so that the top level test run could have a class path that only included derbyclient.jar from the derby jars (ie. no derby.jar and derbynet.jar).
