   So, I tested Perl to see what it does. It looks like Perl doesn't support query parameters. Perl returns a `[]` for any `?id=`, even ids that exist. But, Perl does return a `404` for `/federations/42` for an ID that doesn't exist. Since the query param is new in Go, I think it should return the same response as the path param, `404`.
