I argued for this some time back because so many folks run into this and immediately think it's a bug. If we leave flow control enabled we should improve logging at the info level when flow control kicks in so that it's very apparent. If we disable flow control in favor of using disk space then we need to make sure that storeUsage and tempUsage work properly (currently they don't).
