Would love feedback on tooling [~busbey].

Also, Sean just kicked me that there are not HBASE JIRAs referenced in commits to hbase-operator-tools hbck which I think was ok while it was getting its initial shape but now there is something there, will fill out issues here for changes over in the hbase-operator-tools repo from here on out. HBASE-21023 is the first.
