With Ozone, in order for the datanodes to handle failure of one of the followers, the statemachine should provide a mechanism to inform the StateMachine Implementation about a failure of nodes. This jira proposes to add a mechanism where the stateMachine implementation can be informed of the status of the ratis ring.
