I believe that this was an attempt to provide a "standard" way to create a generic DataObject that could be used to wrap a DataType value - for example when serializling an XML document where the root element is a simpleType. But, since DataObject is abstract, this isn't an acceptable solution. SDOUtil.createDataTypeWrapper() is the Tuscany-specific way to do this. If the SDO spec introduces a new type for this in the future, then we can use it instead of SDOUtil.
