Remove even more references of tigris.org from the website.
The old subversion.tigris.org site was taken down on 2020/07/01. See dev@

Remove reference to Tigris Discussion page.

Make a note that subversion.tigris.org is no longer available but keep old
link for historic reference.
* reporting-issues.html
Remove the section Issuezilla.
