[SPARK-56114] Use Java 26 instead of 25 except `build-test` matrix job
### What changes were proposed in this pull request?
This PR updates the default JDK version from 25 to 26 in the `build_and_test.yml` GitHub Actions workflow for jobs that do not use a matrix-defined Java version. It means the following jobs except `build-test` job.
- `build-image`
- `k8s-integration-tests`
- `helm-tests`
- `lint`
### Why are the changes needed?
To make the CI robust by avoiding re-downloading JDK 26 on JDK 25 environment.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
CI should pass with the updated JDK version.
