Shift-JIS DTD file

We are facing a strange problem with a reference to a Shift-JIS DTD file.

Scenario - We are running Japanese(Shift-JIS) NT box. If we parse a
shift-jis xml file with a reference to a shift-jis DTD(ie. the file name is
in shift-jis), the parsing fails.

However with a English DTD filename it works fine. Could somebody offer some
explanation?
