IIRC, mirrors are not required for archive.a.o because traffic for old
builds is low enough to not overwhelm bandwidth.

I had assumed that that archive also had some mirrors (to save on bandwidth costs, faster downloads etc) - it seems it doesn't.
So it either direct download from archive (25+ GB/month) or keep them in the dist area - really up to infra to advise there.

I'm not sure I understand what change to the installer is being proposed.
It seems to me we either leave 4.9 and 4.10 on dist and continue using the
mirrors or we don't.

As long as infra are happy with 500 or so downloads/month of 50M+ each directly from the archive. I've asked on the JIRA ticket.

You can can point to a http://archive.a.o url and the Installer will
download it directly. If there is no http at the front, it will try to
resolve it in a mirror.
So, in this case, I dont think there is a need to modify the Installer.

AFAIK, the latest release has to go through the mirror, but older ones do
not.

That should be possible if going directly to the archive URL and not through the mirror is OK.
