Yea, if the code copyright is being assigned to the ASF, then not sure what purpose the WebThing copyright is 
serving.

The first one was a blunder (should have been fixed before committing).
The second one was just the cut&paste from something else.

2003 reflects the heritage that goes back to my first reslist+pgsql
connection pooling module in 2003 (still available as GPL).
